“Level 3 Sex Offender Arrested Near Preschool: Jeremy Boyd Morrison Faces Felony Charges”

Hot Springs, Arkansas – In a shocking incident, a Level 3 sex offender was apprehended early Wednesday after being found sleeping in close proximity to a local preschool. The arrest took place near the Bank OZK Arena on Convention Boulevard, a bustling area known for its vibrant community activities and events.

Arrest and Charges

Jeremy Boyd Morrison, a 42-year-old resident of Ball Street, was taken into custody shortly after 1 a.m. and charged with a felony count of being a registered sex offender living near a school, public park, youth center, or day care. If convicted, he could face up to six years in prison.

Prior Convictions

Court records reveal Morrison’s troubling history. In 2012, he was convicted in Pennington County, South Dakota, for possession of child pornography and sentenced to 10 years’ supervised probation. In 2013, he faced another conviction in South Dakota for failure to update his address as a registered sex offender, resulting in a two-year prison sentence. Additionally, Morrison was convicted in Garland County in 2007 for theft of property and fraudulent use of a credit card, leading to five years’ probation. His most recent conviction occurred on November 29, 2017, after pleading no contest to sexual indecency with a child and failure to register as a sex offender. He was sentenced to six years in prison but was later paroled.

Level 3 Sex Offender Classification

According to the Arkansas Department of Public Safety, Level 3 sex offenders like Morrison are considered “high risk” individuals who often exhibit repeated sexual offending behavior or possess strong anti-social, violent, or predatory personality characteristics.

Arrest Details

The arrest took place after Hot Springs police Officer 1st Class Bryan Rosburg noticed a man sleeping on the backside of the Bank OZK Arena around 12:45 a.m. Officer Rosburg identified the man as Morrison through a computer check, revealing his Level 3 sex offender status. Rosburg then informed Morrison of a compliance check. When questioned about his choice of sleeping location, Morrison allegedly responded, “It was a quiet spot.” Notably, Hot Springs Head Start, a preschool located at 401 Garden St., was approximately 1,056 feet away from where Morrison was found, making his presence near the facility a violation of regulations.

Morrison, who remained in custody as of Thursday, is scheduled to appear in Garland County District Court on February 16. This incident serves as a reminder of the importance of monitoring and enforcing sex offender regulations to ensure the safety of our community, particularly vulnerable individuals such as children attending local preschools.
